The United States Congress's recent adoption of national health care legislation is the first step toward the implementation of a human rights-based approach to health care governance comparable to the European model that is reaching its final stages of construction. The Council of Europe's recent adoption of a plan for assessing whether European nations are governing their health care systems in a manner that is designed to realize the "right to health" is the final step in the creation of a matrix of health governance networks that will transform European national health care systems into a single federal health care system.
